Over the past few months, we\u2019ve seen all kinds of crazy bills while sending product samples to our U.S. Clients. One shipment was just a $25 sample, but the tax came out to $29.59, which means a 118% tax rate.\u00a0<\/p><p>Even more surprising, when you <a href=\"https:\/\/jingsourcing.com\/shipping-from-china-to-us-cost\/\" target=\"_blank\" rel=\"noopener\">ship from China to the U.S.<\/a>, send the same product, using the same courier and same declared value, yet the taxes can end up different. value. But here\u2019s what most sellers don\u2019t realize: There are three systems. And they don\u2019t talk to each other:\u00a0<\/p><p>\u25cfU.S. Customs (CBP)<br \/>\u25cfState tax systems<br \/>\u25cfCourier clearance systems (FedEx, UPS, DHL)<\/p><p>Each one has its own database and runs its own algorithm. Let\u2019s say you\u2019re sending an AI voice-control keyboard as a sample.<\/p><p>If you declare it as \u201chardware sample,\u201d the system may read it as steel hardware \u2192 25% tariff.<\/p><p>If you write \u201ccomputer part,\u201d it may treat it as a complete accessory \u2192 state tax added.<\/p><p>If you write \u201cvoice mouse,\u201d it may fail to match anything \u2192 drop it into \u201cother electronic gadget\u201d \u2192 temporary 15%.<\/p><p>The AI doesn\u2019t know you\u2019re sending a sample. It just sees something that looks electronic, so it taxes it like one. That&#8217;s why two identical wireless mice can have totally different results: One clears at 0%. Another gets taxed 200%.<\/p><p>If the first AI classification is rejected and the parcel is returned, many systems automatically re-enter it under a high-risk category. In some cases, that means a 100% duty reassessment \u2014 no matter what you declare next.\u00a0<\/p><p>And since the duty-free threshold is gone, couriers now have to file a full customs entry for every single parcel. That means added work, data, and system costs for them. So they added an \u201calgorithm patch.\u201d No matter the declared value, many shipments now automatically include:<\/p><ul><li>MPF (Merchandise Processing Fee): starting at $31.67<\/li><li>Disbursement \/ advance fee: $10\u201315<\/li><li>Clearance service fee: $10\u201325\u00a0<\/li><\/ul><p>Even if your sample is worth $31. So you end up with: $31 goods $38 fees. On paper, that looks like a 122% tax rate. It has 50 states, hundreds of ports, and multiple courier algorithms updating at different speeds.<\/p><p>In reality, this means: New York port may enforce full formal entry. Los Angeles might still be running older internal logic. FedEx may have updated its AI model in August. UPS might still be using a June version.
